From the minutes it is quite clear that Mr. Boulton was not on the permanent staff at this time. As a result of that letter, Mr. Boulton's salary was increased, his official title was changed from that of Assistant Engineer on the Praya Reclamation Works to that of Executive Engineer and an agreement to continue in the service of the Government for 5 years from the 1st March 1895 was signed by him.
Mr. Cooper's minute of 15/3/95 in C.S.O. 430/95 shows clearly that "service of the Government" was inserted in the agreement instead of "service on the Praya Reclamation Works" not with a view to benefitting Mr. Boulton but with a view to rendering him amenable to serve on any Government work on which he might be required to act. This coupled with the temporary nature of the agreement, does not point to any intention on the part of the Government to place Mr. Boulton on the permanent staff of the Public Works Department.
I submit that the "impression" to which Mr. Boulton refers in his present letter, is not borne out by previous correspondence as having formerly existed and that his present position is that of a monthly employee of the Government. He asks that he may be given a permanent appointment.
