The history of the case is as follows:
On the 24th April 1839 Mr Boulton was appointed from the 15th April 1839 an Assistant Engineer on the Praya Reclamation Works.
This appointment was accepted by Mr. Boulton with thanks in a letter dated 27th April 1839; no mention was made therein of any expectation of permanent appointment.
On the 4th January 1892, Mr. Boulton applied to be placed on the same footing, in the matter of salary, as the principal Assistant Engineer of the Public Works Department.
The request was refused but the point is that again no expectation of permanent appointment is mentioned.
Next on 6th February, 1895, Mr. Boulton applied again for an increase of pay: the letter is contained in 0.8.0. 430/95 and I invite Your Excellency's attention to it as in it he for the first time refers to his "prospects" which, however, he seems to think are illusory, and bases a claim to increased salary on the ground, that chances of advancement had disappeared and that the way to promotion had been
