the draft agreement which followed, led me to think it was the
intention to make Mr. Boulton an Executive Engineer of the
Public Works Department on the establishment.

I would much prefer to secure permanently the
services of an experienced Engineer, such as Mr. Boulton is,
whose work under Government during the past 9 years has been
in every respect satisfactory, to the engagement of a new man
from England, and therefore recommend for the favourable con-
sideration of His Excellency the Officer Administering the
Government that Mr. Boulton be placed on the establishment on
the occurrence of a vacancy and permitted to count his previous
service for leave and pension.

The question of his seniority would then come
up, but may, I think, be left for future consideration.
7.
The Praya Works on which Mr. Boulton is at
present engaged, will continue for quite two years more,
before which time the question of the reclamation of the
foreshore from Arsenal Street to East Point will in all proba-
bility engage the serious attention of Government.
