8. I venture to think that Mr. T. Sercombe Smith puts Mr. Boulton's case in a hard way, though the facts are strictly correct, but even then it was decided by His Excellency General Black that Mr. Boulton should be informed that when a vacancy occurred his name would be submitted for permanent employment, and that if so employed, the question as to how far his past services would count towards leave and pension would be considered.
9. The first vacancy has occurred through the retirement of Mr. Malsch; another vacancy occurs if the Department is to be strengthened by an additional officer in connection with the New Territory, and I respectfully beg that His Excellency will permit Mr. Boulton's case to go before the Secretary of State for consideration.
