In March, 1898, Mr. Boulton's salary was increased from $250 a month to $300, at which it now stands, and it may here be remarked that it was evidently Mr. Cooper's and Mr. Bowdler's opinion that Mr. Boulton deserved a higher salary than Mr. Mudie, as the latter officer's salary still stands at $275.

It is unnecessary to go into further particulars up to March, 1891, when Mr. Mudie, whose previous connection with Government was precisely similar to Mr. Boulton's, though of slightly shorter duration, was gazetted an Executive Engineer of the Public Works Department with the approval of the Secretary of State. The effect of this was so far from being understood that subsequently Mr. Mudie was called on to sign, and signed, an agreement to serve for three years on the Praya Reclamation Works, and it was not until I re-opened the question and looked up previous files that Mr. Mudie's true position as an officer on the establishment was acknowledged and confirmed, see C.S.O.2376/98.
