I think that Mr. Boulton would be a most suitable appointment to the permanent service. The question of allowing him to count this time as pensionable from the date of his first appointment is one that I desire to submit for your decision. I am quite clear that he has no rights in the matter, but he is an excellent engineer and has done his work of the Praya Extension admirably.
