Sir,

This refers to: 1. despatch (2) of the 1899. In July, with a notification which is service out had for out of. Ofen vote, world under.

2. Pension Minute of 25/10/95, count for pension to the extent of 2/3rds.

The notification (1.35), HK. Gaz., 1889) simply states that Mr. Boulton was drafted from the 15th April, 1889, as Assistant Engineer on "Praya Reclamation Works."

I have the honour to forward for your consideration a letter from the Director of Public Works proposing that Mr. Boulton, who has for over ten years been engaged as Engineer on the Praya Reclamation, be taken into the regular service of the Colony, and, further, that he be considered entitled to count his service from the period of his first engagement as pensionable service. Several applications have from time to time been made by Mr. Boulton.

2. I enclose a letter from the Director of Public Works of the 4th October 1898, with the minute written by Mr. Sercombe Smith, then Acting Colonial Secretary, for General Black, on the 15th October, as that minute seems to give an accurate précis of the case.

3. Mr. Mudie's case, to which the Director of Public Works alludes in his last letter, is not on all fours with that of Mr. Boulton, as he had been gazetted as a regular member of the public service before he was transferred to the Praya Reclamation.
