School for British Kowloon District.

That a school should be provided for Kowloon seems generally admitted.

2. Grant-in-Aid.

Previous attempts to bolster up a Grant-in-Aid School have not met with success.

The usual assistance from the Government, Grants earned on Results of Annual Examination, and Building Grant do not appear to suffice.

It appears questionable, whether the Government would be justified in making a special grant to this one school, or small monthly subsidies.

If the school is to have the chance of becoming permanent, its expenses must be defrayed entirely by the Government. No private venture on so small a scale could hope to survive the pecuniary struggles of the next three or four years.

3. Government School.
