With reference to your letter of the 11th instant and previous correspondence, I am prepared to accept the terms therein proposed as to the grant to the Admiralty of the ground referred to, conditionally upon receiving the sanction of the Secretary of State for the Colonies.
2. With respect to the 3rd paragraph of your letter, I have no objection to your proceeding with the work immediately but it must be understood that in the event of the Secretary of State's disapproval of the project, which however I do not apprehend, the expenditure already incurred will be at the risk of the Naval Authorities.
