9 I presume that it is intended that the weekly inspection of the Officers' Quarters to be made by the Chief Warder under Rule 69 should be reported to the Assistant Superintendent, but I would suggest that this should be explicitly stated.
10 After Rule 69, the following Rule should be inserted.
"Prisoners should not always be kept in charge of the same subordinate Officer (in order to avoid the opportunity or semblance of favouritism). This rule is desirable, especially as the awarding of marks should be safeguarded in this respect."
11 Passing to the duties of the Medical Officer, I consider that he should be required daily to visit all prisoners in solitary confinement; provision to this effect should therefore be added at the end of Rule 108(2).
12 In Rule 140, the time during which a prisoner may be kept in irons, or under mechanical restraint, should be more than one calendar month without the sanction...
