I leave the power to inflict flogging under rule 290 to the Assist. Supt. because
(a) the maximum under that rule is only 15 strokes of a birch which is a very mild whipping
(b) because in cases of mutiny and incitement to mutiny, the infliction of flogging has often prevented further trouble by firm action, & it is therefore desirable that the officer on the spot should have the power to inflict it.
(c) because no flogging can be inflicted without the previous sanction of the Governor in Council obtained (vide rule 292) a certificate in writing having been given
(d) because the Doctor's certificate of the fitness of the prisoner to undergo the whipping must also be first obtained. (Rule 295).
