272-284. Rule 284 is new.
Rule 286 offences 1-17 are taken from the rules of local prisons at home, offences 18 and 19 have to be provided for in a prison largely inhabited by Asiatic prisoners. No.20 is already an offence under existing rule 238.
Rule 288 sec. 1 The diet referred to will be found in the new scale of diets, the same remark applies to sections 2 and 3. These diets are a modified but less severe form of the No.2 and 3 diets for ill-conducted prisoners in use in local prisons at home. Sections 4, 5, and 6 are new; power to reduce one class of labour to another and to forfeit marks is given to the Superintendent in existing rules 292 and 324; there is no power at present to deprive of mattress, but this punishment is used at home. The punishment by deprivation of pork is omitted.
Rule 289 Offences 1, 2, 3, 11, and 12 are new; the remainder are the same as provided in existing rule 279. With regard to the punishments provided for in this section, an increase of three strokes with the birch rod for adults and two strokes with the birch in the case of juveniles is made.
