Notes on Draft Rules and Regulations.

Rules 1-35: The duties defined by these rules are practically those assigned to the Superintendent under the old rules 1 to 33; provision is now made for a new appointment of Assistant Superintendent to whom the majority of the duties are assigned, inasmuch as he will have immediate charge of the prison.

Rules 2 and 3 are new. They define the Superintendent's duties as to periodical inspections of and surprise visits to the Prison.

The most material alteration is in Rule 32, under which power is given to apply the straight jacket in cases of emergency. Under the existing Rule 31, there is only power to apply the body belt to a violent invalid prisoner. The want has been felt of the power to temporarily restrain very violent prisoners.

Rules 36-58: With a few verbal alterations and considerable rearrangement, these are the same as the old rules 34-58.

Rules 59-69: These are the same as the old rules 59-69, with the exception that in Rule 60, the words "orderly officer for the day" have been substituted for "senior principal warder."
