Rule 287 The pingo has been added and forms of light labour provided for under which has been placed oakum picking. The new No.3 labour is intended for prisoners who are pronounced by the Surgeon unfit to undergo No.1 or No.2 Hard labour.

No.288. The words, "for half the period of the sentence" have been added. It is necessary that a maximum period should be mentioned, although it may be very rarely necessary to enforce it. The "may" has been substituted for the word "will".

Rules 290 and 292. Merely provide for females. The amount of oakum to be picked is increased to 2 lbs which is found to be a task by no means excessive.

Rule 295. The words "but will perform the combination of shot-drill and oakum picking" are omitted. There is no reason why European prisoners, especially insubordinate soldiers and sailors, of whom we are receiving a large number owing to the increased Fleet and Garrison, should not be put to crank labour, pingo, and treadwheel.
