I have now to submit draft amended rules and regulations for the Prison. The principal objects in amending these rules are:
(a) To provide for the new Prison Official, the Assistant Superintendent and alter the duties of the Superintendent accordingly.
(b) To word the rules so that they may apply to both male and female prisoners.
As the rules now stand they refer to prisoners in the male gender almost entirely.
This, as you know, caused some difficulty when a European prisoner, under long sentence, was recently confined in the Gaol.
