With reference to your telegram of the 24th ultimo, I have the honour to inform you that owing to an inadvertence, the explanatory notes of the Superintendent of the Gaol and minutes relative to the amended Prison Rules were not transmitted to you with my despatch No.127 of the 31st May.

2. I have now the honour to transmit herewith the documents noted in the margin, which contain a full explanation of the reasons for amending the regulations as they now stand.
Pending your reply to this despatch, I have issued orders to the Superintendent of the Gaol to strictly adhere to your instructions.
