Section 5 contains a few small amendments to section 12 of Ordinance 17 of 1883, which have been introduced to anyt certain difficulties experienced by members of the Indian Community in the slaughtering or dressing of animals in accordance with the customs of their religion. It was represented to me by a deputation of those gentlemen that it was necessary for them to be able to legally slaughter and dress sheep as well as goats elsewhere than in a slaughter house.
The object of section 4 of this Ordinance is to make it a punishable offence to counterfeit or make use of or attempt to counterfeit or make use of the official stamp which is used to mark beef or mutton; and section 5 authorizes the destruction of any carcase of beef or mutton which does not bear the official stamp.

It will be seen from the perusal that the main objects of the New Rules are (a) to rearrange the duties of the Superintendent in consequence of the appointment of the Assistant Superintendent which was sanctioned towards the end of '97, & (b) to make the Rules more applicable to Females.
