the salaries of the Governor's Private Secretary and Aide-de-Camp being raised to $2400 a year each.

The increases may begin from the 1st of January next, subject to any modifications which you may suggest in particular cases.
Officers, whose present salary is less than their initial salary in the new incremental scale, should on that date begin at such initial salary, while other officers should be regarded as having earned the increments to which their length of service entitles them.
