The assurance in par. 2 satisfies as regards the filing, though it is obvious not intended to amend the law ('we did not suggest doing so).
The Gov. explains that the Stamp, Rating and Probate Ordinances were introduced because there might probably be more capitalists with large interests; and adds that they would not affect the present inhabitants, any more than they do the inhabitants of the outlying villages on the Island of Hong Kong.
Moreover, as regards the Stamp duty, the Collector has discretion to waive penalties.
The reasons given seem good enough.
