I am extremely anxious while an exigency. The attitude of the people to the Government is not at all in a satisfactory state, I have reports from Towns that might be expected to be affected. The district is turbulent where all civil authority has ceased. Various crimes have been committed with impunity. I shudder to think it may come to pass that the Valley is permanently prejudiced in default of the satisfaction demanded for the non-observance of their obligation last April.

The abandonment of local control during the Military Occupation must have resulted in trouble and probably increased police expenditure in the near future.
