I have the honour to forward for the information of

His Excellency a copy of a letter I addressed in May last to

the Comptroller and Auditor General, and of the reply thereto.

Owing to the large sums which the Crown Agents have

been spending of late on the purchase of silver for subsidiary

coinage, they have had no available balances to put out on loan

on account of the Colony, but should they at any future time

have funds in hand and make loans as they did between 1893 and

1897 it would materially simplify the accounts if my suggestions

were adopted.
