5.
The transit charges on this mail matter in the Union will be advanced by the Postal Administration of Hongkong and will be refunded annually by the Postal Administration of China on the basis of periodical statistics taken each year and at the rate set forth against the word Shanghai in the Hongkong table E hereto annexed.

Correspondence originary from Foreign countries, destined for China, forwarded à decouvert in transit through the Hong-Kong Port Office or its Shanghai Agency will be accepted, transmitted, and delivered by the Chinese Postal Administration under the following conditions:-
a/ Letters, postcards, prints, Commercial papers, and samples sufficiently prepaid according to Union rules will, if addressed to places where Imperial Post Offices have been or will be hereafter opened be distributed free of any additional charge; but if sent to places North of Chefoo during the winter months or to inland places requiring special couriers these articles may be liable to an additional tax payable by the addressee on delivery.
b/ Parcels will be liable to the ordinary tax leviable in China on domestic parcels which tax will be collected from the addressee.
