In April 1897, at a conference held at the General Post Office, Hong Kong, between the then Postmaster General (Mr. Thomson), the Acting Postmaster General of the Straits Settlements (Mr. Johnson) and the Canton Commissioner of Chinese Customs (Mr. Hippisley), it was decided to grant to China partial postal union.

The rate agreed on was that called the Macao rate per kilogramme for:

Nothing more was heard of the agreement until the Postal Secretary at Peking wrote under date 8th February 1899, rehearsing the terms of Article 17 of the Washington Convention dated 15th June 1897, and asking that the Shanghai rate be substituted in lieu of the Macao rate, i.e. per kilogramme.
