Sir,
I have the honour to transmit for your consideration the enclosed summary of correspondence on the subject of a proposed partial Postal Union between Hong-Kong and China which might be submitted to Her Majesty's Postmaster General with a request that he would be pleased to cause such a draft agreement to be prepared for carrying it out as may be considered fair and equitable.
2. In 1897 at a conference held at the General Post Office, Hong-Kong, between the then Postmaster General, the Acting Postmaster General Straits Settlements and a delegate of the Chinese Postal Administration, it was decided to grant to China, partial Postal Union, the rates of transit agreed upon being that called the "Macao" rate, viz:-
