4. I have also to ask your approval of the current expenditure referred to above in connection with the three hired launches, which were chartered in April last for a period of six months with the option of renewal, on the same terms.
5. I consulted the Executive Council regarding these launches and all the members agreed that steps should be taken at once to charter vessels, and to make arrangements for building new launches.
