Mr. Lucas says that for the present I should reply that the matter should be deferred until it can be clearly ascertained from actual facts what effect the acquisition of the new Territory will have upon the finances of Hong Kong.
Mr. Chamberlain cannot entertain proposals for a general increase of salaries in the Colony. Under these circumstances, he does not consider that any useful purpose would be served by the appointment of the proposed Committee.
I may ask that the Memorialists be informed accordingly.
