I have the honour to transmit for your information and favourable consideration the enclosed copy of a letter from the Captain Superintendent of Police directing attention to the inadequacy of the allowances granted for chair coolies to officers in his Department.

2. As Mr. May points out, the market rate of wage for a chair coolie has risen from $6 a month to $7.50 (and to $8 in the Hill District) since the allowance was originally fixed, and I have therefore to recommend that it be re-adjusted to meet present conditions and calculated on a wage basis of $7.50 a month for each coolie.
