until the wants of the city in this respect are fully met.

At the meeting on 22nd September 1898 a further recommendation was made that if the Government cannot see its way to erect more than 2 latrines next year, two latrines should be erected at Leighton's Hill Road and Sokoipo.

This matter was again referred to in section 22 of the Report of the Board, on the Insanitary Properties Commission's report.

The Medical Officer of Health in his annual reports has repeatedly urged the necessity of additional public latrines and urinals. In his report for 1897 he states:-

"There is an urgent need throughout the Colony, and especially in the City of Victoria, for additional free public latrines and urinals. No provision is made in the great majority of Chinese dwellings for a closet or privy, and it is the custom for all men of the working class to use public latrines, many of which are owned by private individuals who charge a small fee for admission, and in addition derive revenue from the sale of the excreta to the conservancy contractor, who exports it to Canton for manurial purposes.
