In cases of emergency, as the Committee pointed out, temporary medical officers should be appointed under the orders of the Principal Civil Medical Officer and liberal inducement should be offered by the Government to obtain such.

B. The staff of Sanitary Inspectors in 1898 consisted of 13 Inspectors; at the request of the Sanitary Board, this was raised in 1899 to:-

1. Chief Inspector

5. First class Inspectors and

12. Second class Inspectors,

a total of 18 Sanitary Inspectors.

At Newcastle on Tyne with a population of 217,000 there are engaged:

1: Chief Inspector and

14 Inspectors,

so that we have now 3 more Inspectors than a large town at home with merely the same population.

Manchester with a population of 530,000 has 33 Sanitary Inspectors.
