to admit the existence of any evil except surface overcrowding.
Overcrowding he regards
Tenement overcrowding
as a
difficult matter to handle, since 15,000 Chinese labourers would have to be
displaced. Dr. Atkinson alludes to the
latrines, and wants
need for amendment of the law
to enable the Sanitary
Board to deal sturdily with tenement
overcrowding
Hospital
