I have ordered culprit to be delivered up or else shall impose a fine on village. It was reported at 9.30 p.m. last night that a mob were threatening a man in Shan Chun. I took a party to the town. The gates were shut. I waited a reasonable time & then broke them open & arrested 3 men for rioting. Body of man drowned has been found this morning.

For the preservation of peace & order, further than is necessary.

3. The cultivation of food with the people off relations tham Clun valley & if possible, the district to the N of it, may have important & beneficial wults in the future.
