It has been reported to me that there are many characters who are going about the country unsettled. This is carrying on armed robbing, rendering it dangerous.
I notify that the carrying of any swords, fans, rifles, or pistols in Sham Chun, Shah-tan, or any of the villages within a distance of 5 miles from the river is strictly forbidden.
All persons having in their possession any gun, rifle, or pistol without a permit are hereby ordered to bring them into camp at Theung Po within 4 days.
