While at Canton the Viceroy is anxious Kusoy and line won't pay the indemnity demanded, The question arises therefore have to be decided before long whether we shall hand over Chan Valley or continue & occupy it. If the latter The occupation must be regularised. At present the valley is lawless, taxation is arbitrary, freed from Control and day by day approaching a state of nearly Anarchy. It will not be creditable, nor will it be conducive to the peaceful settling down of the people in the ceded area, if this state of affairs is indefinitely prolonged.
