I am directed to approve the recommendation that Mr. Stewart Lockhart should for the present continue to hold the combined post of Colonial Secretary and Registrar General.
I shall also, if financial considerations permit, be glad to approve a personal allowance to him as long as he continues to hold the appointment.
2. I have to request that you will include in the Estimates for 1900 such moderate personal allowance to Mr. Lockhart as may appear to you to be proper.
