though he served in substantive
Appointment in 1887.
He acted as Registrar-General in 1884 and 1885(-1887)

Such a long experience besides, by having been engaged in the administration of Chinese affairs for nearly 20 many years, has given him an intimate knowledge of the Chinese population, which makes his work in the Registrar-General's department proceed much more smoothly than might otherwise be the case.
Since the post of Deputy Colonial Secretary and Registrar-General were amalgamated, the holder of the latter post draws only the salary attached to the Office of Deputy Colonial Secretary, that is $2,880 a year, has been used, making a total saving up to the end of March of $27,216.
We submit that this fact should show the salary of the Registrar-General.
