Judging at present I am
of opinion that the duties of
both offices can be performed by The Colonial Secretary, but it is
difficult to say what developments may follow

sound, but since the amalgamation has worked well in practice I recommend Mr. Stewart-Lockhart's application for increase of Salary for favourable consideration. The finances are at present in a satisfactory
condition and the taxation per head on the population is not one half the Average taxation per head in other British
