and I do not believe that we can hope to obtain satisfactory
recruits without a considerable increase of the pay. At the
same time in considering the difference between the pay and
that of the European officers of the Imperial Customs service
with which it has been compared it must be remembered that
in the latter service the engagement is terminable at will,
and there is no pension.
