I would suggest that one of the clerks from the General Post office should be at once transferred to this department, that he should be a clerk with some years experience of Postal Work and a fairly good English scholar. Mr. Lopes, if he could be spared, would suit very well.
I would here point out that in the General Post Office there are five officers with a length of service, of from 10 years to 18 years, each besides the Chief Clerk, and the Assistant Postmaster General whereas in this department there is no one who can be relied on to write out even a simple memo in English or a Bulletin de verification. I would also suggest that a junior clerk should be appointed at once. This would increase the staff by two. In conclusion I beg to state that I have not exaggerated in the slightest and that the foregoing is a pure and simple statement of how this department at present stands.
