11. It is hoped that the Government will sanction
the appointment of the clerk forthwith it is not much relief
but it is some. Both the General Office and the Registration
Branch are undermanned and the bulk of the employees are not
such as would be employed elsewhere for similar duties this
-
not unnaturally gives rise to adverse criticism and is a source
of much dissatisfaction to the Public, compelling me to state
facts plainly.
