I have the honour to transmit for your favourable consideration the enclosed copy of a letter from the Captain Superintendent of Police recommending for reasons stated the appointment of an additional Assistant Superintend- ent of Police, and that an officer of the Punjab Police with a good knowledge of Punjabi or Hindustani and with not less than two years' service be selected for the post.
2. From the attached return you will observe that the acquisition of the New Territory renders it necessary to increase the Police Force by 279 men bringing the total establishment up to 873.

This large addition to the Force on account of the New Territory is necessitated by the peculiar configuration of the country, and the fact that while every station will require a sufficient force to protect itself from possible local attack the stations at Taipo-hui, Fu-ti-au, Un-Long some and Pingshan require each a force of 25 men as a combined
