In reply to your letter of the 28th ultimo in regard to the prisoner Charles Bithrey, it would seem that if the man is a lunatic he should be dealt with by your Government as if he were a Hong Kong prisoner. If it is considered necessary to send him to England I shall be much obliged if you will cause the necessary arrangements to be made and if you will inform me of the cost of his removal; which sum it will be my duty to refund to Your Government.
