As this man was released at Shanghai I gather that the cost of his removal to this Colony will be defrayed from the vote for Diplomatic & Consular Services of the authorities in Shanghai (the encl: "No 5.")
Copy to H.O. for consn & action if arrangements can be made for Withing's being received into Criminal Lunatic Asylum in this Colony observing that it appears from The Chief Justice of Shanghai's letter of the 11th inst that the question of his removal will be settled as between the Authorities at Shanghai & that the expenses of his maintenance will apparently also be defrayed by the authorities at the latter place.
