HongKong, 23rd June, 1899.
I have the honour to invite attention to my communications of 1896 and 1898, asking for promotion in this Colony or by transfer to another, contained in Governor's Despatch 248/96 and C.O.D. 226/98, both of which were favourably considered but from which no result in the way of promotion has as yet taken place.
As a result of interviews at the Colonial Office with Lord Ampthill and Mr. G. W. Johnston, Under Secretary on the subject it was admitted that Vacancies for appointments of a senior nature suitable for me were few, not only in HongKong, but in other Colonies, and in my present Department nil, and in consequence it was suggested by the former, that I might apply for an increase of salary, which application would be forwarded to HongKong for report.
I applied for an increase of $50.00 per month.
