2. From the time of my appointment to this Department, 1881, Mr. Ng Kwai Shang has proved himself a most competent Officer of more than average ability. He has a very good knowledge of English, which he reads, writes, and speaks with perfect fluency. He can also speak Hindustani fluently. He does not know Chinese. He is competent for any clerical work requiring care and intelligence.
