The memorialist returned to the Government Service, but as it seemed to me to be just that he should continue to draw a fixed interest from funds which he had invested in business and could not withdraw, I brought this point to your notice in my despatch No.13 of the 14th January, and was answered by your despatch No.39 of the 25th February.
6. In spite of the consideration shown to him in this matter, whereby he is entitled to draw a fixed proportion of profit from the business in which he invested his savings, Mr. Ng still shows discontent with his position and asks me to forward to you the memorial which I now enclose.
I am of opinion that the concession already made in your despatch above referred to has done the memorialist every justice, and has shown him every consideration which the circumstances demand. His reference to officers who were required to resign on account of suspected complicity with the gambling scandal is irrelevant to his case. I therefore see no reason why Mr. Ng should not accept his present position or resign his appointment and forfeit his pension.
