: patrol launches of $2.50 60 cents general ration allowance per month the pay of a first class man ($13.10) will be less than that of a lst. class seaman in the Customs, and only $1.10 a month more than that of a seaman employed not continuously outside the harbour on privately owned launches.
It is true a well conducted man can earn his badges, but that affords only a necessary increment for length of service.

The second man gets $12 now and is a very good carpenter. He wants to have the service, as he can earn more than $12 outside.
