Customs pay up to $35.

2nd and 3rd-class coxswains $16 87: a month.

These men will be employed principally in the Harbour but occasionally outside it. The rates are only a little higher in one class than the market rate for private launches. I look to our badges to help us out in attracting good men. These coxswains are Policemen.

The increases in their pay if the scheme is approved will in some instances be considerable, but they are all being re-examined for certificates as Masters of Vessels under 60 tons by the Harbour Master. If they pass they are worth the market rate. If they don't pass I shall cease to employ them as coxswains and shall engage men at the rates named from outside and not have them sworn in as Policemen. None of my engineers are now Policemen.

30 seamen at $10 a month

The present rates are $9 and $8 a month respectively and I cannot get good sea-faring men at the price.
