Honourable Colonial Secretary,

Attached I beg to submit my proposals for the rearrangement of the ratings and pay in the Water Police.

Opposite the new scheme I have set out the manner in which the Sergeants, Acting Sergeants and Constables of the Water Police are at present employed, and the amount of their pay and allowances. I also attach a statement showing individual increases to the old Staff.

In the new scheme the terms Acting Sergeants and Constables are abolished, and the ratings are arranged according to requirements for the Harbour and the New Territory.

The increases in pay are, I submit, justifiable if the rates paid by the Imperial Maritime Customs, of privately owned launches plying inside and outside the Harbour (the class of launch that plies in the harbour one day and runs off to Deep Bay or Mirs Bay the next) and on privately owned launches plying the harbour only, such as the Dock Co.'s launches and launches owned by Mercantile Firms which rarely leave the harbour, are studied.
