ers should receive pay equal to the market rate outside the

Government service; and similar increases should be given to

the engineers, stokers, station sergeants, and orderlies, and to

the two barrack sergeants, four signalmen, and the sailmakers.

Finally, the detectives should be put on the same footing as

first class constables in the land force under the rates re-

cently approved.

4. The individual increases in pay will be

according to the rank held by the several officers, I being

the lowest increase given. The whole sum proposed to be spent

on salaries under the new scheme will be $18,840, divided

among a staff of 122 men. The total increase involved will be

only $1392 per annum.

4. In anticipation of your approval of Mr.

May's recommendations, I propose to make provision for the ex-

tra expenditure involved in the Estimates for next year.
