I have the honour to transmit for your

information the enclosed copy of a Report by the Captain Su-

perintendent of Police on the proposed remodelling and rear-

ganisation of the Water Police, based chiefly upon the new con-

ditions introduced by the requirements of the New Territory.

2. Mr.May draws attention to the necessity

of increasing salaries so as to enable the Government to en-

gage the services of men as efficient as those who are attracted

by the superior pay, the absence of night work, and the less

vigorous discipline obtaining among private persons and mer-

cantile firms, and in the Imperial Customs service.

3. Mr.May recommends that four first class

coxswains for patrol duty in Mirs Bay and Deep Bay should each

receive $30 a month; that nine second and third class coxswains,

who are policemen, should receive 16 and 14 respectively;

that 30 seamen should receive $10, and 30 receive $9 a month

each; and that the carpenter should be paid 20. The two paint-
